发展具有中国特色的公共关系学，是中国公共关系实践和理论研究过程中提出来的新课题。要回答这个课题，就必须深入研究中国的国情，研究中国公共关系实践暴露出来的特殊问题，分析中国公共关系实践的'环境和条件，努力总结经验，概括规律，再指导实践。
研究“国情”，是发展有中国特色的公共关系学的先决前提。这里仅就公共关系成长所需的条件角度去分析“国情”。从文化心态来看，一般认为，中国传统文化的基本精神包括了正道直行，贵和持中、民为帮本，平均平等及重情轻理等诸多方面，分析这些传统文化精神，可以看出中国文化对公共在中国传播或正或负的种种影响。再从经济方式上看，迄今为止的中国经济仍未达到充分的市场经济水平，而是计划经济，自然经济与市场经济相混杂的结合体，最后一方面，则是在世界经济的冲击下，在开放浪潮中所涌现出来的市场经济。它在中国大陆的发展既不充分，也不平衡。这是造成我国公共关系事业发展先后快慢不一的主要原因。最后从管理体制上看，党政不分，政企不分仍是中国管理体制的一大弊端，尤其突出的是，我国现有的舆论一统，媒介垄断，极少民办报刊，其结果必然是媒介缺乏相对的独立性，传播体制僵化，沟通渠道单一，民意和舆论的社会作用不强。这将大大影响公关的社会效果。
尽管公共关系学在我国起步较晚，尽管我国的政治民主化，经济市场化与社会信息化等方面还有相当多不完善，不发达之处，但随着我国社会主义市场经济的兴起，体制改革的深入，政治民主化的发展及现代化建设的进程，中国公共关系的蓬勃发展是不可避免并不可阻挡的，公共关系中国化有着令人鼓舞的辉煌前景的。
